International Relations Director to focus on further developing, fostering connections throughout Latin America and the world
As the City of McAllen looks to further strengthen its ties with Latin America and the world, it has selected Daniella Plata to lead the newly created International Relations Department. Plata most recently served as the International Business Manager at the McAllen International Airport, where she led key projects with international corporate partnerships. She was responsible for developing and implementing business strategies which led to the expansion of international air service to different Mexican markets, and collaborative intergovernmental agreements, including the signing of a Sister City agreement with Puerto Vallarta.
“As McAllen continues to grow its connection with Latin America, on everything from trade, travel, tourism, medical and educational opportunities, we needed someone who could not only strategically manage our presence and agreements, but also take the lead in further developing the relationships that are key to McAllen being a leader and partners in this part of the world. Daniella fit the bill perfectly,” said McAllen City Manager Roel “Roy” Rodriguez, P.E.

A key aspect of this new position will be to analyze organization and community needs and propose, develop and implement programs to promote cultural, education, social and business relations within the McAllen business and civic community and Latin American counterparts. Plata will coordinate goodwill trips and welcome visiting delegations. She will monitor and analyze legislative and regulatory activities, propose legislative actions regarding intrastate and foreign developments and their potential impact and manage all administrative work related to U.S.. companies doing business in Mexico, Latin America and beyond.
In her position at the Airport, Plata fostered cooperative ties with the consular representations of Mexico, El Salvador, Guatemala, and Honduras, promoting good governance and opening opportunities to create economic mobility favoring development, education and investment opportunities.
Other achievements under her leadership are the recognition of the cultural programming at the Airport and the promotion of an air service strategy integrating culture and art that positioned the McAllen International Airport as a champion for culture, providing customers with a unique travel experience. This effort contributed to a 45% majority of the Rio Grande Valley’s market share, and record airport traffic in 2022.
Plata is a recipient of the 2023 Aviation Industry’s Top 40 under 40 awards for her contributions to promoting air service by highlighting cultural aspects that embrace the roots and diversity of the Rio Grande Valley and celebrate Hispanic and Latino heritage, which have evolved into signature events.
She previously served as manager for the Office of Communications-Cultural Affairs and Economic Development at the Consulate of Mexico in McAllen, TX, where she managed public diplomacy initiatives, including education, trade missions, and cultural programs.
Daniella earned her Bachelor of Arts in International Relations in Reynosa, Mexico and a Master's in Public Affairs from the University of Texas Rio Grande Valley. She is a certified Diplomatic Protocol Officer by Mexico's Ministry of Foreign Affairs. She is also a member of the American Association of Airport Executives.
