City of McAllen Adopts Unified Development Code, Streamlining Development Process

In a landmark decision, last night, the McAllen City Commission unanimously approved the Unified Development Code (UDC), marking a significant step toward advancing McAllen’s vision for a resilient, innovative, and walkable community.

The UDC consolidates McAllen’s development ordinances, including subdivision, zoning, landscaping, and signage regulations, into a single cohesive document. This transformative initiative simplifies the development process, making it more accessible for residents, developers, and businesses alike.

“This is a pivotal moment for McAllen,” said McAllen Mayor Javier Villalobos. “The Unified Development Code is not just a document—it’s a blueprint for progress. By streamlining processes and embracing smart planning, we are building a city that is not only easier to navigate but also poised for sustainable growth and innovation.”

The UDC is a direct result of the award-winning Envision McAllen Comprehensive Plan, adopted last May. It introduces forward-thinking updates such as streamlined zoning classifications, mixed-use zones, reduced parking requirements, and enhanced bicycle infrastructure. The code also fosters diverse housing options and gives staff greater discretion to manage development projects, reducing reliance on variances.

“The adoption of the Unified Development Code reflects our commitment to fostering efficiency and growth while preserving the unique character of our city,” said Edgar Garcia, McAllen’s Planning & Zoning Director. “This code modernizes our approach to development, aligning it with our vision for a connected, sustainable, and inclusive community.
